Head of Plan and Develop


Overview: ElectraLink is a central body within the GB energy market and currently delivers network data services, governance services, and energy market insights. We have a strategic plan to significantly increase our portfolio of products and services over the next 5 years. ElectraLink is currently investing in new infrastructure (Named EMDH – Energy Market Data Hub) as a technology platform that will enable us to offer advanced data analytic and processing services and products across the utilities in Great Britain, at the same time providing a development platform for 3rd parties to use to self-serve use of the data available within the ElectraLink environment. The initial implementation of this new platform will be realised through migration of several legacy services, transitioning ElectraLink’s Data Transfer Service (DTS), Data Processing and Energy Market Insights (EMI) from their current technical environments to the EMDH. In tandem with these advancements, ElectraLink is a provider of network and support services for the new Faster Switching service (also referred to as Central Switching Service – CSS) that Ofgem is introducing in 2021. ElectraLink’s delivery project for Faster Switching will run in parallel with the Transition to EMDH Project described above. The scope of the programme for EMDH transition includes a major business transformation aimed at setting up the ElectraLink business to continue to meet its legacy regulatory objectives combined with significant extension of its business model to operate and extend commercial services and product offerings to the GB utilities market.                           Main purpose of job:    

  • Provide vision and management to the Plan and Develop department within ElectraLink, Including financial management of the function
  • Be the SME in relation to programme delivery to the ElectraLink board. Ensure the delivery of the agreed investment priorities of ElectraLink across internally and externally facing projects
  • Manage the planning and resourcing process to meet variable delivery resource requirements. Ensure the delivery of the ElectraLink programme management office
  • Ensure the delivery of projects to time and to quality
  • Manage the delivery of the ElectraLink design and architectural strategy. Ensure delivery of projects in line with the architectural strategy
  • Ensure the delivery of the ElectraLink test strategy and function
  • Own and manage the ElectraLink delivery pipeline and product backlog
  • Ensure the successful transition of products and services from development to operational ownership
  • Deliver successful operation of development partnerships with third party innovators. Support engagement with internal and external stakeholders in relation to the ElectraLink product and service development process
  • Develop and operate an effective governance framework across all products and projects throughout the planning and development cycle.
  The Head of Plan and Develop will be responsible for the following key areas of management and change:
  • Delivery of new products and services for ElectraLink. Managing a multi-disciplinary team of PMO, project managers, design expertise, test capability, product owners and customer integration specialists the successful applicant will plan, resource and ensure the successful delivery of the ElectraLink development pipeline.
  • Develop the ways of working, planning, product development and implementation within a rapidly evolving company environment.
  • Create and manage appropriate teams and Centres of Excellence across all teams and disciplines within the Plan & Develop team.
  • Implement effective methods of cross-company integrated ways of working.
  • Provide direction into the company’s senior management team to assist the business transition process, and improve business efficiencies
  • Creation and maintenance of an integrated business and technical strategy and road-map
  • Effective reporting and communication across delivery projects within the business.
