Governance Services and Gas Safety Trust Manager

Background

To provide secretariat, project management and to the GST and GISG contracts and identify synergies between Gas Safety Trust (GST); Gas Industry Safety Group (GISG), ElectraLink and CORGI Services Limited (CSL). As the services are integrated within ElectraLink, additional support may be required to CORGI Services Limited which is an integral part of the overall gas safety portfolio being developed within ElectraLink.

Main purpose of job

The Governance Services and GST Manager role is wide ranging and requires somebody who has both an in-depth knowledge of the gas industry (in particular gas safety aspects), is confident engaging with senior stakeholders and can demonstrate an expertise in Parliamentary and/or industry lobbying.

The role has high external exposure and therefore demands a self-starter who is motivated and has the ability to challenge the status quo in a constructive and collaborative manner. This will require engaging and building a close working relationship with the GST and GISG Boards.

The key elements of the role are as follows:

Gas Safety Trust

  • Line management for GST/GISG Officer in accordance with ElectraLink’s policies and procedures.
  • Provide guidance and training to the GST/GISG Officer to ensure a detailed knowledge of GST core activities is established.
  • Establish and maintain a GST 12-month delivery plan with monthly progress review.
  • Plan and ensure delivery of GST related projects and secretariat services to agreed KPIs.
  • Lead the strategic review of the GST grants applications ensuring integration with clearly defined grant payment controls which will require regular engagement with ElectraLink’s finance team and GST Board of Trustees.
  • Lead the identification of areas for GST research, and increasing the range of potential grant applicants.
  • Help to identify dependencies and synergies between GISG, GST, CSL and wider ElectraLink initiatives.
  • Strategic input to Governance Service strategy days ensuring GST, GISG and CORGI services and opportunities are clearly visible to the Governance Services Business Development team.
  • Ensure regular engagement with ElectraLink’s Finance Team (on at least a monthly basis) to ensure accurate and timely payment of expenses and invoicing (including use of external meeting rooms).

Media and Parliamentary monitoring

Oversee the delivery of a media and parliamentary monitoring briefing for Trustees on a monthly basis and identify opportunities for new approach and/or value add services.

  • Working with ElectraLink’s Marketing Team, ensure on-going Integration with wider media monitoring activities / requirements and tools (as appropriate).

Media / events management

  • Ensure the GST website and CO Portal content is current (liaising with third-party developers and internal Comms team as needed and/or providing guidance to the GST Officer).
  • In conjunction with the Comms Team:

 

o     Establish and manage a media plan and marketing plan to ensure GST’s social  media presence on Twitter and LinkedIn, ensuring all GST news stories and research is disseminated through agreed channels.

  • Review press releases and support liaison with media contacts for GST related articles.
  • Develop collateral based on GST data and research and other CO related messages.
  • Manage the design and production of GST related publications and marketing collateral.
  • Plan and organise GST events to promote research including venue, attendee lists, agenda, speakers and catering.

 

  • In conjunction with the Finance Team:

o    Ensure regular planned engagement with ElectraLink’s Finance Team  (to ensure accurate and timely expenses and invoicing (including use of external meeting rooms).

  • Ensure alignment with overall agree service KPIs.

Secretariat

  • Oversee secretariat services for the Gas Safety Trust (GST) Board, Marketing, AGM and Grants meetings are successfully delivered to agreed TPIs.
  • Oversee the GST diary: arranging meetings to facilitate the grants processes (including prospective applicants, current grant portfolio, and dissemination), weekly team meetings and meetings relating to public affairs and stakeholder engagement.
  • Ensure regular engagement and support of the Company Secretary.

 

GISG

  • Line management for the GST/GISG Officer in accordance with ElectraLink’s policies and procedures.
  • Provide guidance and training to the GST/GISG Officer to ensure a detailed knowledge of GST core activities is established.
  • Develop strategies
  • Support the establishment and on-going maintenance of a GISG 12-month delivery plan and ensure monthly progress review.
  • Support the management of GST related projects and activities.
  • Help to identify dependencies and synergies between GISG, GST, CSL and wider ElectraLink initiatives.
  • Attend external meetings / events as required.
  • Strategic input to Governance Service strategy days ensuring GST, GISG and CORGI services and opportunities are clearly visible to the Governance Services Business Development team.

Media / events management

  • In conjunction with the Comms Team:

Principle Skills & Experience

Key Skills

  • In-depth knowledge of the gas industry and in particular gas safety.
  • Day-to-day management of the GST and GISG contract delivery.
  • Management and on-going development of the GST’s research grant awards process, working closely with GST Chairman and Board of Trustees throughout the annual cycle of applications, evaluation, grant award, monitoring and close down.
  • Parliamentary and industry stakeholder lobbying which will require advanced stakeholder management, including the confidence to challenge the ‘status quo’.
  • Well-developed project planning and management skills.
  • Excellent report writing and communication skills.
  • Well-developed analytical approach and application.
  • Detailed planning and robust execution of activities to time, budget and quality.
  • Business development (identification of opportunities) working with ElectraLink’s Business Development Team to identify, qualify and successfully propose new packages of work.
