The gas and electricity markets are complex, competitive, dynamic and evolving markets requiring significant interaction between industry parties. To make these interactions work effectively and efficiently, robust governance arrangements need to be in place.
These arrangements, be they technical, operational or commercial, are defined in Ofgem regulated codes. These codes are the industry rule books which enable competition.
The codes are living documents which must change to reflect the dynamism of the market. To enable this, the codes need to have a robust, open and transparent change process which allows all code parties to have a voice and ensures a level competitive playing field. This change process must be managed and delivered in a non-discriminatory and cost-effective way.
We provide essential support services to the Supply Point Administration Agreement (SPAA). This agreement defines the processes which are critical to the effective and efficient change of supply process enabling consumers to switch gas supplier and take advantage of the best deals in the market.
We provide essential support services to the Distribution Connection and Use of System Agreement (DCUSA), the Data Transfer Service Agreement (DTSA) and the Distribution Charging Methodology Forum (DCMF).
The DCUSA is a multi-party contract between the UK’s electricity generators, suppliers and distributors enabling interoperability and standardisation of the commercial arrangements for the use of distribution systems to transport electricity. The DCUSA enables a level playing field for connection to distribution systems.
The DTSA is a multi-party contract between all participants in the competitive domestic electricity supply market. The agreement governs the operation of the Data Transfer Service. The key characteristics of the DTSA are impartiality, non-discriminatory, no barriers to entry, openness and transparency. ElectraLink delivers both the technical and governance change process.
The DCMF is a central part of Ofgem’s ‘open governance’ framework. It meets regularly to offers a transparent communications forum and is the primary interface between large consumers, distributors and suppliers to discuss and progress policy relating to DNO’s use of system charging methodologies. The maintenance of cost reflective charging methodologies ensures customers can respond to price signals driving down their costs and making more efficient use of the networks.
